Meta in SP agreed. For this to be possible in 1938/1939, you'd need to have the industry for it so this would only be possible for majors and maybe later in game for other countries. On the supply side, SPGs do make it worse, adding a supply company could be a good option if you want to reduce supply issues with this build.
