I believe you only need 400 air attack for 100% interception, I posted a landcruiser that has 399 aa for when you really hate planes.
I only remembered this when I heard a major multiplayer mod bans landcruisers because of this, so I designed a cheap and 99% effective one. (In part, because 99% effective is funny.)
