Its all around ship If you got 2yrs destroyer and cruiser research bonus you can rush it on mid 39 in worst case . After research You can replace AA, secondary guns and Fire Sonar with Radar (after radar 3 your guns ignore bad weather debuf) If you get 60 of these you can basicly Sunk most of the things it can actualy get 40 knot with any mio and it cost no chromium its designers fault
