I used this template in a game for Canada, and I think it's quite versatile. Please note that I'm not very familiar with the aspects of the fleet, so I'd appreciate any advice. In my free time, I always test different variations of the hoi4 game, and I'll be sure to test your modifications!

Not far from my solution either for the evade heavy cruiser. Mine was just less armored, and a capital ship to use the "Screening without screens" bonus in the trees.
The big reason is, the only cruiser unique speed bonus available that I noticed is in AA cruisers, which is exceptionally weird as its for heavy cruisers ONLY.
If I was going to go light though, I'd use this.

Destroyer batteries have twice as much speed penalty, twice the cost, and half the armor piercing per light attack of regular guns. One standard battery and some AA is just always better. They shouldn't have stats this low relative to regular secondary guns (Which are violently overpowered.) The problem with destroyer guns, is paradox would need to do more work to make destroyer spam not a problematic navy strategy (the new doctrines broke them so badly that even violent nerfs in the summer beta are not enough.)
So, paradox nerfed everything you can mount on a destroyer that isn't torpedos. Leaving us with destroyer guns that pale in comparison to secondaries for little to no reason.
By switching the guns out for an equivalent cruiser battery, you get more armor piercing and light attack (For about 3x effectiveness against any ship with light armor,) even though I needed to equip more AA guns for AA gun attack.
The nice thing about light cruisers is they are more doctrine agnostic than heavy cruisers, but losing screening bonus from screens without screens hurts their accuracy, retreat speed, and torpedo resistance a surprising amount.
One last comment I'll make is light secondary guns can actually be worth it over torpedos, since they attack 4x as often and are 2.2x as accurate against trash spam, but the speed penalty is worse so you don't get as much dodge. (But 113mm guns are overpowerd on cheap vessels, as paradox fatfingered the speed penalty so its the lowest it can possibly be.)
